China moves to put its biggest AI models under export control

An Oct 16 draft from China's commerce and science ministries covers 23 AI technologies. Exporting the weights, code or architecture of any model with 2T+ parameters, 10^26 FLOPs of training compute or a global top-10 ranking would be restricted. Open source is largely exempt: anything already public is out of scope, and using these models abroad through an API or app doesn't count as an export. Comments on the draft close Nov 15.
